Anything is possible. But very doubtful.
Was Johnson involved with lots of shady stuff - especially by today's standards - almost certainly. Was he a ruthless and unpleasant person - for sure. Did he have associates that very well could have committed crimes (including murder) to advance Johnson's career - its arguable.
I couldn't slog through the article, I read some. If you are going to cast Johnson as a criminal mastermind murderer, then you would have to take a long hard look at the Bush family and the Clinton family, the Kennedy's (who had very real Mafia connections), etc.
Johnson wasn't part of my history classes, he was President during some of them. I have taken some on-tape courses on history and Presidents and watched some shows on TV and its very clear he wasn't a nice person. But I'm going to doubt this reporting.

LBJ was well before my time. Years after-the-fact in looking at numerous historical pix taken from differing vantage points the look on his face in Jackie's presence in her blood laden pink suit always aroused my suspicion given his suppressed, almost gleeful, look. My opinion of course means nothing. Powerful people having stepped on (or worse) others to gain their ultimate power position frequently seek to redeem themselves before they meet their maker ala LBJ's civil rights programs wrought from a man whose prior reputation was that of a devout racist. Was Lady Bird the classic example of birds of a feather ?..... Again, my after-the fact observations mean nada. Just sayin'
