I don't think the portal waives the one year sit out, (except for N Dame transfers in. ). What is driving this are all the seniors discovering that they can postpone earning a living for another year, and they can play right away, anywhere that will take them. And it's rent-a-player heaven for coaches like at Syracuse who needs a dozen. I think it should be an exciting summer as far as rampant speculation goes.

Thanks, but I think the issue is a lot more complex. Transferring historically did mean sitting out a year (except, as you say, ND). But that's not the case for those going through the portal now: witness Dorcas. So, is the portal not the same thing as transferring? Because the breaking news about transfers specifies a single, Covid year exception to delayed eligibility. And yet the "portal" already allowed for immediate eligibility. So, I guess I'm hoping someone with deeper knowledge of this than I, surely, can disentangle this for us.

The portal is the method used to transfer. It doesn't allow for immediate play. That was a one time COVID accommodation. A player transfers by entering the portal, which is a kind of central clearing house for D1 transfers. They are subject to whatever transfer rules the NCAA devises. I guess that as of Thursday anyone will be able to transfer once without having to sit. Not just this year but from now on. I like that. Kids should be allowed one mistake.

The portal did not waive the sit-out year, it was just a mechanism for accomplishing the transferring. The waiving of the sit-out year / extra year of eligibility you are seeing in this year / last season's in-coming is indeed a Covid thing. The big news of the day is that going forward - exclusive of the Covid stuff - all players will be permitted to transfer once without sitting out. They will transfer using the portal because that is how you transfer, but it doesn't have anything to do with that - if you transfer a 2nd time you will use the portal but you will, alas, be required to sit out a year and you won't be gaining any extra years. The linked "this year only" comment is simply allowing all athletes to enter the portal by July 1st, instead of requiring fall / winter athletes to enter by May 1st. Which makes sense since some of the fall sports are happening in the spring, duh.

It would appear that the portal is a way to declare “free agency”. “I don’t know where I’m going, I just know I want out of here.” Coaches can contact portal players and make their best offer. In the “traditional transfer” the destination is known and the receiving coach is in on the move. IMO

I've heard that once you declare for the portal, your home institution no longer has to support you with an athletic scholarship. I don't know whether that's true or not.

Sounds like a reasonable way to address what is otherwise completely unfair to student-athletes compared to student-students.
